A various actions against the Dutch colonial in West Papua commenced at the beginning of 20th century. The arrest of their local leaders by the colonial government was not diminishing the West Papua people resitance movement to regain its independence. The Dutch colonial government tried to reduce te movement by organizing the Malino Conference in June 1946.

The Malino Conference ended in a conclusion that Papua was named after Irian Barat and all efforts should be made to make the area prosperous. However, the Dutch colonial government never realized the plan. On the the contratry, they established New Guinea Road (similar to 'Papua Council'). The establishment had proved that the Dutch colonial government had violated the decision of the so-called Konfernesi Meja Bundar (KMB) - Round Table Conference held in Hague which recognized the sovereignty of the United Republic of Indonesia (RIS) and the handling-over of the entire colony of former Netherlands-Indie authority to Indonesia at the end of 1950.

The effort to regain West Irian back to Republic of Indonesia were made through such various ways as armed struggles, politics and diplomacy. On December 19, 1961, President Soekarno launched "Tri Komado Rakyat (TRIKORA) Operation', literally meaning "Three People's Command' which contained: (1) 'Dismiss the establishment of the Dutch colonial-made state,' (2) 'Raise the Indonesia National Flag in the overall territory of West Irian'., and (3) "Prepare for People's mobilization to defend the independence and integrity of the homeland and nation. 'To provide full support to the TRIKORA Operation, President Soekarno formed 'Mandala Operational Command' headed by Major General Soeharto.

The Indonesian Armed Forces (formely called APRI) set up its huge preparation by developing its Army, Navy and Air Force for a military attack over Western Irian. The preparedness of such military operation had forced the Dutch authority to meet at the UN Forum. As a result, UN then formed the United Nations Temporary Executive Authority (UNTEA) as a transsitional government in West Irian on December 31, 1962. Since then, the Indonesian Natinal Flag stood equally with the United Nations Flag in the entire territory of West Irian. On May 1, 1963, the UNTEA administration was concluded and West Irian officially became the inseparable part of the Unitary State or the Republic of Indonesia. Finally, the UN Flag was accordingly lowered down.

The strong will of the whole Irian People to be the inseparable part of the Republic of Indonesia was fully supported by the final result of the Popular Consultation (PEPERA-Penentuan Pendapat Rakyat) simultaneously conducted in 1969 in the overall cities and regencies of West Irian. This clearly stated that all the members of PEPERA Consultative Council determined to declare that West Irian was undeniably the inseparable part of the Unity State of republic Indonesia in pursuant to the 1945 Proclamation of Independence. Since then, the overall integrity and unity of the Unitary State of the Republic of Indonesia has been strongly formed from Sabang, in the west, to Merauke, in the east coast of Indonesia.
